If I’m not mistaken (don’t bet on it) this sounds like the guy who used to write (etc.) for Canadian television. I seem to remember him as a panel member of a wacky TV show about strange laws. They would give panel members some wacky, insane ‘law’ and ask them if it was a real law or had been made up. It was actually enlightening and entertaining. (Yes; given what we know about the CBC, this does sound impossible…. but that’s the way I remember it.)
